Boy Scouts 100 years ago vs. now: What’s changed?

Today marks a little-known yet significant occasion for the Boy Scouts of America (BSA): the 100th anniversary of the organization receiving federal recognition from the US government.

On June 15, 1916, President Woodrow Wilson signed a unanimously approved Congressional charter that allowed the group to be recognized under Title 36 as a “patriotic and national” organization. This charter, which came approximately six years after the Scouts were founded in 1910, established the group as America’s one “true” scouting organization, providing the BSA with a national platform to recruit and eliminating the need to seek incorporation on a state-by-state basis.

The charter is still in place, but today’s BSA has since undergone a century’s worth of cultural and political changes, forcing leaders to adapt in an effort to fight steadily declining membership rates. While Scouts certainly still have a strong presence in the United States – there were 2.4 million members in 2014 – that number reflects a 7.4 percent decline since the previous year.

“It’s not cool,” David C. Scott, who has authored four books on scouting, offers as one simple explanation for the relatively low recruitment numbers. “Boy Scouts aren’t perceived as cool, they’re perceived as goody-goody,” he tells The Christian Science Monitor. “There’s the traditional image of the Boy Scout walking a grandmother across the street, and that will probably always be here.”

 

Recruitment challenges lie not only in attracting young people, but in attracting the parents of young boys as well. This can be especially challenging in communities with large minority populations, where very few parents were involved in scouting themselves, who may also be put off by the cost and language and transportation barriers, according to BSA leaders.

That’s where Scoutreach, a program that spreads Scouting into low-income neighborhoods, comes in. Through coordination with public schools, local BSA divisions offer after-school scouting programs led by trained teachers. Good behavior is rewarded with “points” that can be traded in for things such as uniforms, backpacks, or camping trips.

“We’ve had some really great successes,” Alana Hylton, urban coordinator for Scoutreach in Boston, told The Boston Globe. The program also provides incentives for parents to get involved, The Globe reports, as their involvement earns points for their children.

But parental engagement, crucial to the BSA’s success, is dwindling overall for modern-day Boy Scout troops, says Don Sachs, development director for the Minsi Trails Council in Pennsylvania.

“Parents just don’t have the time they used to have. People’s lives are too busy,” Mr. Sachs told The Atlantic. While the council still gets “amazing good financial support … from families,” it’s increasingly difficult “to get parents to devote time.”

Parents’ relationships to the BSA have been something of a roller coaster over the past 10 years, as the group suffered membership losses first from parents unhappy about policies that excluded gay Scouts and leaders, then from others unhappy with changes made in 2013 and 2015 to include them.

It’s a challenge for the Boy Scouts to “continue to survive and adapt to the social standards that they have to deal with in order to maintain membership, without sacrificing their values and morals,” says Mr. Scott.

In 2007, in reaction to the BSA’s ban on gay Scouts, father David Atchley of Missouri started the first US chapter of Europe’s Baden-Powell Service Association, the scouting model on which the BSA was founded nearly a hundred years earlier.

His troop welcomed gay and female participants, but, as Mr. Atchley told the website Good, his program’s true focus was bringing back “traditional scouting.” This meant eliminating merit badges for technology-based activities such “programming” and “computer game design,” and making a return to the basics of outdoor survival and navigation.

“Scouting is supposed to be focused on two things: outdoor skills and public service,” Atchley said. “These seem to have been forgotten over the years.”

The question of how to adapt Scouting to a rapidly changing, increasingly technology-dependent world is one that’s still being debated among BSA leaders. Some argue that in order to remain relevant, Scouting should cut down on its focus on physical activity and time in the wilderness; others worry that straying too far from traditional activities will diminish the effect of Scouting.

What’s important to remember, Scott says, is that the point of Boy Scouts is to give young men goals and to “build character.” The merit badges are simply a means for participants to learn the values of the BSA.

“Scouting should accept a changed culture as a challenge to implement its unique program in the best way, but the program itself is still relevant and should not change,” Eagle Scout Enoch Heise writes in his blog, Scouting Rediscovered. “The only way the Scouting Movement will lose its relevance is by ceasing to strive for a higher standard.”

Never Satisfied: Now the Commies want Boy Scouts to Abandon God


Stupid BSA Inc capitulated on everything that made boy scouting great. They dumped “play army” in 1917; middle class White boys, earned ranks, barracks caps and campaign hats in 1972. They dumped the Armed Services uniform for the creepy de la Renta high fashion runway couture in 1980. They dumped the traditional program in 2014. They dumped “Morally Straight” starting in 2015. They dumped Boys in 2017 and in a Coup de Grace they dumped their own name in 2018.

The Girl Scouts sued the Boy Scouts last month in federal court. When the Boy Scouts of America announced their intention to rename themselves the Scouts as part of their effort to attract female members, the Girl Scouts of the United States of America saw their trademark infringed.

Still, the BSA has been much praised of late, and justly so. Responding in part to a 30 percent drop in membership, from 4.2 million in 1989 to 2.8 million in 2009, the organization has approved a dazzling set of rule changes to open scouting to many young people hitherto excluded.

In 2013, pressured by two members of its executive board – the chief executives of Ernst & Young and AT&T – the BSA ended its long-standing ban on openly gay members, and two years later it lifted its prohibition on openly gay adult leaders. In 2017 the organization agreed to allow transgender boys to be members and just this spring the BSA announced the total membership inclusiveness. Beginning in 2019 the rebranded Scouts will accept girls as full members, though in troops separate from boys.

Given these stunning reversals, it is no surprise that the Mormon Church, the first religious group to widely sponsor Scout chapters 105 years ago, announced it will end its historic connection to the organization next year, creating its own scouting program for boys.

But before we raise three hearty cheers for the BSA’s inclusive turn, it is important to note that one sizable group of young people are still excluded from membership and leadership – nonbelievers. Even as the number of nonbelievers grows steadily in the United States, the Boy Scouts still require a religious oath.

The other day President Trump called Rex Tillerson “dumb as a rock.” That was payback for an interview in which his former Secretary of State called Trump undisciplined and a poor study. Trump had selected Tillerson for the job based in part on the recommendation of Robert Gates, Obama’s Secretary of Defense, according to press reports. Gates and Tillerson knew each other largely from the Boy Scouts, where they both held leadership positions during its transition from a traditional organization to a politically correct one.

As president of the Boy Scouts, Gates had endorsed the adoption of the LGBT agenda, urging the organization to succumb to the demands of its critics. He cast adherence to Christian principles, not their betrayal, as the real threat to the organization’s future.

“The status quo in our movement’s membership standards cannot be sustained,” he said. Don’t resist “the social, political and judicial changes taking place in our country,” he argued. Shamefully, Gates presented his counsel of capitulation under the guise of dutifulness, putting a perverse spin on the Boy Scouts code: “Our oath calls upon us to do our duty to God and country. The country is changing, and we are increasingly at odds with the legal landscape at both the state and federal levels. And, as a movement, we find ourselves with a policy more than a few of our church sponsors reject, thus placing Scouting between a boy and his church.”

Tillerson, who served as president of the Boy Scouts a couple of years before Gates, laid the groundwork for this capitulation. He said that embracing the new PC morality would allow the Boy Scouts to “serve more youth.”

What did it profit the Boy Scouts to gain the PC world and lose its soul? Judges may have to put a figure on it. According to press reports this week, the Boy Scouts organization, reeling from costly homosexual abuse lawsuits, is “considering” bankruptcy. Adding to its woes is that membership has “dwindled.”

“Woke” Goes Broke: Boy Scouts Filing for Bankruptcy

The once proud organization known as the Boy Scouts is declaring bankruptcy after severely flagging numbers due to a myriad of problems, including implementing social justice measures to make it more inclusive.

According to the Daily Caller, the Boy Scouts changed its name to Scouts BSA and began to allow girls into their ranks. Before that, the Boy Scouts ruled that openly gay scouts and scout leaders could also join the program. This lead to a serious decline in membership and now the organization is filing Chapter 11:

The Wednesday report comes in the wake of sinking membership and multiple controversies surrounding the 108-year-old organization, including sex abuse allegationsand its controversial decision to change its program name from Boy Scouts to Scouts BSA and allow girls into that program.

Chicago law firm Sidley Austin has reportedly been hired to assist in what would be a Chapter 11 bankruptcy filing.

As the organization has made decisions deemed to be more inclusive, such as allowing openly gay scouts in 2013 and scoutmasters in 2015 as well as the 2018 decision to allow girls, membership has continued to decline sharply, from over 4 million members at its peakto a claimed 2.3 million members at present.

It’s only going to get worse as well. The Mormon Church has announced that it’s discontinuing its partnership with the Boy Scouts and will be starting up its own boy’s program in 2020, according to the Daily Caller. When that happens, the Scouts will lose a third of its membership.

Combined with the fact that it kept sexual abuse allegations secret for decades, the Scouts seems to have rotted from the inside.

Whether the Scouts would have survived in this modern age without any of these events happening is still up for debate, but it definitely didn’t help it. Boys clubs are becoming few and far between with each of them coming under attack for not being inclusive to girls or members of the LGBT community.

Boys are increasingly encouraged to be safer and more accepting of things that run against their nature. This is more dangerous than our society as a whole can realize yet, as boys need to be able to be boys. However, in this day and age, the very nature of boys is often the subject of ridicule and even labeled as a societal evil.

It’s my honest hope that the Scouts survive, but I can only see it doing so by making itself return to its original principles. The chances of that happening, however, are slim to none.

Since their respective beginnings, the Boy Scouts (of America) limited their membership to boys and the Girl Scouts (of the United States of America) limited their membership to girls. But, in a significant switch, the Boy Scouts recently announced they will now be accepting girls into their ranks. All would be well and good, except for the fact that this transition resulted in a lawsuit for trademark infringement.

Other causes of action include common law trademark infringement, trademark dilution (basically an erosion of the Girl Scout’s current trademarks) and tortious interference.

. . . On the other hand, Boy Scouts has an obligation to control actions (of their volunteers) that incur legal liability and bears a responsibility for infractions thereof. With millions of volunteers all over the country, insisting that the rights of the Girl Scouts be respected is no small task, yet if the Boy Scouts cannot do so then an appropriate remedy might be to deny them a right to use the Scouts mark without a gender specific prefix.

The Boy Scouts have not yet filed a response to the complaint . . .

Or, perhaps the two parties will find a way to settle their differences. The Boy Scout law requires that a Boy Scout “Obey the laws of country.” The Girl Scout law requires that a Girl Scout “use resources wisely.” Now would be a good time for both parties to follow their laws by sitting down together and reaching a fair and amicable resolution.

The oldest youth group in the US has undergone a ‘sex-change’ operation of sorts by declaring itself a ‘gender neutral’ outfit. Such a move does a considerable disservice to both American men and women.

Founded in 1910 by the American media magnate and explorer William D. Boyce, the Boy Scouts of America (BSA) provided a rite of passage to adulthood for over 100 million young men throughout its history.

According to biographer Janice Petterchak, Boyce structured his organization around particular ‘character-building’ attributes – like civic duty, patriotism and self-reliance – that he believed were crucial for “making men.”

William D. Boyce is certainly turning in his grave today.
